Avon Foundation.
Breast Cancer Research Projects
The Avon Foundation has launched a new initiative in 2008 called the Avon Breast Cancer Research Bridge Program to provide bridge funding to scientists with innovative concepts in breast cancer while they develop the pilot data necessary to seek funding from larger sources, such as the National Institutes of Health (NIH) or National Cancer Institute (NCI). For this program, Avon seeks to provide bridge funding so innovative breast cancer research projects do not lose momentum or end prematurely. The program welcomes applications from scientists working in breast cancer who have had a recent proposal rejected from NIH/NCI. Applications submitted to NIH/NCI within the last 12 months that have been reviewed at study section and ranked in the top 20th percentile but that were not selected for NIH funding are eligible for this program.

Fulbright Postdoctoral Research in Israel
Three postdoctoral research grants in the exact sciences--chemistry, computer science, mathematics, physics or related fields--will support individual projects at any institution in Israel starting in September 2009. Applicants must be U.S. citizens and have completed the Ph.D. within the three years preceding August 1, 2008. Holders of tenure-track positions are not eligible. Applicants must apply to potential host institutions in Israel, according to the guidelines of these institutions, in parallel to submission of their Fulbright applications. Prior to confirmation of a Fulbright award, candidates will be required to provide proof of acceptance as a postdoctoral research fellow at an accredited institution of higher education. Participating host institutions are required to provide fellows with their customary, basic postdoctoral award in addition to the Fulbright postdoctoral fellowship provided by the United States-Israel Educational Foundation. The Fulbright award is $17,500 per academic year, for two academic years (20 months net in Israel).

Area of Interest 2: Feedstock flexibility in the chemical industry
Applications in this area of interest are being sought to perform research and development (R&D) for the utilization of nontraditional feedstocks for chemical and related industries. Research emphasis shall be placed on waste or other underutilized abundant and low-cost streams. This may include but is not limited to underutilized refinery streams, coke, coal, and biomass sources. Successful applications in this area of interest shall focus on feedstock substitutions to make existing products with minimal changes in existing manufacturing facilities. Because the ultimate products from chemical manufacturing number in the thousands, the focus of R&D shall be on the direct conversion of the alternate feedstock into a bulk-commodity chemical or into a precursor for a wide range of potential products. The focus should not be on manufacturing a single, niche chemical end product. Applications shall offer the potential to improve the state of the art, be more cost effective than current techniques for utilizing alternative feedstocks, and be applicable to broad segments of the industry. Applications shall include a review of the state of the art of the targeted application, including a review of current inefficiencies. Strategies to overcome these inefficiencies must be identified and practical means to address them shall be developed. Approaches shall demonstrate an attractive cost over a practical range of energy costs.

The Office of Nuclear Physics of the Office of Science, U.S. Department of Energy, proposes to establish a U.S. Facility for Rare Isotope Beams (FRIB) with forefront scientific research capabilities complementary to existing or planned facilities worldwide and to exploit the scientific potential of rare isotope beams as a research tool for discovery-oriented science. The proposed FRIB must be capable of mounting a world-class scientific research program at the start of operation and can be designed, built, and commissioned for less than or equal to $550,000,000 in escalated "Then Year" dollars.

Atmospheric Radiation Measurement (ARM) Program
The Office of Biological and Environmental Research of the Office of Science, U.S. Department of Energy (DOE), hereby announces its interest in receiving applications to develop innovative methods for observational data analysis and utilize the resulting knowledge from such analyses to improve cloud parameterizations. The intent is to improve the modeling of cloud properties and processes and their impact on the atmospheric radiation balance. If the application is successful, the research would be part of the Atmospheric Radiation Measurement (ARM) Program in the Climate Change Research Division. The ARM Program is a part of several DOE programs in the interagency U.S. Climate Change Science Program.

Grants to Support the Hispanic Health Sciences Research Grant Program
The Centers for Medicare and Medicaid Services (CMS) is announcing the availability of funds under its Hispanic Health Services Research Grant Program to inform researchers of funding opportunities to conduct health-services research affecting Hispanic American communities for 2008. This announcement seeks competitive applications for small applied research projects that relate to identifying and evaluating solutions for eliminating health disparities among Hispanic Americans. Investigators should be associated with a university, college, community-based health organization, or a professional association that has a health-services research component. Researchers are expected to become involved in the design, implementation, and operation of research projects that address health care issues such as financing, delivery, access, quality, and barriers affecting the Hispanic American community. CMS is seeking these types of research projects because of the importance of finding solutions to the many difficult health issues that have a significant impact on the health of Hispanic Americans. The President's Advisory Commission on Educational Excellence for Hispanic Americans issued a directive to increase the participation of Hispanic Americans in federal education programs and services. This includes Hispanic-serving school districts, Hispanic Institutions, and other educational institutions for Hispanic Americans. The commission advises the president and the secretary of education on these issues. President George W. Bush's Executive Order 13230, signed on 12 October 2001, directed an interagency approach to developing, monitoring, and coordinating federal efforts to promote high-quality education for Hispanic Americans. The commission works to develop ways to maximize the effectiveness of federal education initiatives within the Hispanic community. The commission is also charged with the development of a monitoring system that will measure and hold executive-branch departments and agencies accountable for the coordination of federal efforts to ensure the participation of Hispanic Americans in federal education programs. It will examine available research and information on the effectiveness of current practices at the local, state, and federal levels in closing the educational achievement gap for Hispanic Americans and attaining the goals established by the president's "No Child Left Behind" educational blueprint. The executive order calls for a series of actions covering a broad scope of issues including health services research, conferences, service delivery, data collection, and customer service capability for Hispanics. CMS's Hispanic Health Services Research Grant Program is in accordance with the executive order. This program is one strategy to increase the participation, promotion, and professional development of investigators interested in Hispanic health-disparities research.

Consortium for Clinical Trials on Anemia in Older Persons (U01)
The National Institute on Aging (NIA) invites applications for a clinical trials consortium to facilitate clinical trials on anemia in older persons consistent with the recommendations of the NIA Advisory Panel. During the 6-year support period, the awardee will develop protocols and study procedures and implement several phase II clinical trials on effects of interventions against anemia or low normal hemoglobin levels on hematologic, clinical, and functional outcomes in older persons. It is expected that studies with different protocols will run concurrently at a given clinical site. The topics of these protocols will be decided and prioritized cooperatively by the Consortium Steering Committee and implemented after review and approval by the Data and Safety Monitoring Board and NIA. Awardees can also develop and implement pilot translational and exploratory studies informing designs of the future trials. First year of the award will provide funds to structure consortium operations and finalize protocol, data collection forms, and manual of procedures for the first trial.

Midcareer Investigator Award in Patient-Oriented Research (K24)
The goals of the National Institutes of Health–supported career-development programs are to help ensure that diverse pools of highly trained scientists are available in adequate numbers and in appropriate research areas to address the nation's biomedical, behavioral, and clinical research needs. The purpose of the Midcareer Investigator Award in Patient-Oriented Research is to provide support to mid-career health-professional doctorates or equivalent who are typically at the associate professor level or the equivalent--see Section III. Eligible Individuals--for protected time to devote to patient-oriented research (POR) and to act as research mentors primarily for clinical residents, clinical fellows, and/or junior clinical faculty. The intent of this award is twofold: 1) to enable mid-career clinician scientists to devote more time and to augment their capabilities in patient-oriented research and 2) to enable mid-career clinical scientists to mentor new clinical investigators in the conduct of patient-oriented research. An award recipient who continues to have an independent peer-reviewed patient-oriented research program and continues to provide mentoring to new investigators can continue to contribute to the overall goals of the program after being promoted to full professor.

This Research Opportunities in Space and Earth Sciences NRA covers all aspects of basic and applied supporting research and technology in space and earth sciences, including but not limited to: theory, modeling, and analysis of Science Mission Directorate (SMD) science data; aircraft, stratospheric balloon, and suborbital rocket investigations; development of experiment techniques suitable for future SMD space missions; development of concepts for future SMD space missions; development of advanced technologies relevant to SMD missions; development of techniques for and the laboratory analysis of both extraterrestrial samples returned by spacecraft, as well as terrestrial samples that support or otherwise help verify observations from SMD Earth system science missions; determination of atomic and composition parameters needed to analyze space data, as well as returned samples from Earth or space; Earth-surface observations and field campaigns that support SMD science missions; development of integrated Earth-system models; development of systems for applying earth science research data to societal needs; and development of applied information systems applicable to SMD objectives and data. Awards range from under $100,000 per year for focused, limited efforts (e.g., data analysis) to more than $1 million per year for extensive activities (e.g., development of science experiment hardware). The funds available for awards in each program element offered in this NRA range from less than one to several million dollars, which allow selection from a few to as many as several dozen proposals depending on the program objectives and the submission of proposals of merit. Awards will be made as grants, cooperative agreements, contracts, and inter- or intra-agency transfers depending on the nature of the proposing organization and/or program requirements. The typical period of performance for an award is 4 years, although a few programs may specify shorter or longer periods. Participation is open to all categories of organizations, foreign and domestic, including educational institutions, industry, nonprofit organizations, NASA centers, the Jet Propulsion Laboratory, and other government agencies, without restriction on number or teaming arrangements.

Proposals are solicited for participation in the prelaunch Science Definition Team for the Soil Moisture Active-Passive (SMAP) mission. The SMAP mission will use both active (radar) and passive (radiometer) L-band microwave remote sensing to determine the near surface soil moisture and surface freeze/thaw state. These measurements will advance the study of the water, carbon, and energy cycles, individually and at their points of interconnection.

Awards range from less $100,000 per year for focused, limited efforts (e.g., data analysis) to more than $1 million per year for extensive activities (e.g., development of science experiment hardware). The funds available for awards in each program element offered in this NRA range from less than $1 million to several million dollars, which allow selection from a few to as many as several dozen proposals depending on the program objectives and the submission of proposals of merit. Awards will be made as grants, cooperative agreements, contracts, and inter- or intra-agency transfers depending on the nature of the proposing organization and/or program requirements.

Budweiser and the National Fish and Wildlife Foundation are currently accepting applications for the 2008 Budweiser Renewable Energy and Wildlife Conservation Research Prize. This research prize will be awarded under a competitive process and will recognize and support a single innovative project that advances new technologies or practices that contribute to making renewable energy a practical energy alternative. The $100,000 total prize will be awarded in consideration of a project's ability to develop or evaluate new cost-effective renewable energy technologies for industrial application while demonstrating the measurable benefits such practices can have in advancing wildlife conservation.

Opportunities for Promoting Understanding through Synthesis
Three clusters within the Division of Environmental Biology—the Ecological Biology, Ecosystem Science, and the Population and Evolutionary Processes clusters—encourage the submission of proposals aimed at synthesizing a body of related research projects conducted by a single individual or group of investigators over an extended period. Opportunities for Promoting Understanding through Synthesis (OPUS) proposals will often be appropriately submitted in mid-to-late career but will also be appropriate early enough in a career to produce unique, integrated insight useful both to the scientific community and to the development of the investigator's future work. In cases in which multiple scientists have worked collaboratively, an OPUS award will provide support for collaboration on a synthesis. OPUS awards will facilitate critical synthesis and do so in a way that will acknowledge the prestige of this important component of scientific scholarship.

Cluster Exploratory
In the last 5 years, the private sector has launched a number of highly effective internet-scale applications powered by massively scaled, highly distributed computing resources. Academic researchers have expressed a need for access to similar computing resources that will allow them to engage and explore this emerging and pervasive model of computing. Through the Cluster Exploratory program, National Science Foundation–funded researchers will use software and services running on a Google-IBM cluster to explore innovative research ideas in data-intensive computing. Proposals funded are expected to cover a range of activities that first lead to advances in computing research but also explore the potential of this computing paradigm to contribute to science and engineering research and to applications that promise benefit to society as a whole.

The Methodology, Measurement, and Statistics (MMS) Program is an interdisciplinary program in the social, behavioral, and economic sciences that supports the development of innovative analytical and statistical methods and models for those sciences. MMS seeks proposals that are methodologically innovative, grounded in theory, and have potential utility for multiple fields within the social and behavioral sciences. As part of its larger portfolio, the MMS Program partners with a consortium of federal statistical agencies to support research proposals that further the development of new and innovative approaches to surveys and to the analysis of survey data. Psychology Beyond Borders (PBB) is an international nonprofit organization focusing on the psychosocial impacts of terror attacks, armed conflicts, and natural disasters. PBB is committed to combining psychosocial service delivery and research to contribute to the body of knowledge about the most effective psychosocial strategies for prevention, preparedness, and response to large-scale traumatic events. PBB's combination of research and practice is aimed at informing psychosocial programming, public policy, and behavior about what heals versus what harms, with the ultimate goal of alleviating psychological suffering. We seek research and action-oriented projects that contribute to PBB's mission. Projects will be evaluated on the basis of how they contribute to the organization's mission and particularly to our research goals. Evidence for Improvement: Evaluating Quality Improvement Training Programs
Public health and health care workers have many opportunities to acquire quality improvement (QI) training. However, limited evidence exists about whether and how these training programs increase the ability of individuals to successfully engage in work to improve health and health care. Information about the impact of such programs on organizational culture and patient outcomes is also scarce. This information gap may lead to underinvestment in effective QI training opportunities and overinvestment in training that is not effective. This call for proposals solicits evaluations of existing QI training programs to produce evidence that will inform decision-making about whether and how to invest in QI training.

This is a set-aside for Tribal Colleges and Universities. The Department of Defense (DOD) announces the availability of the fiscal year 2008 Broad Agency Announcement (BAA) for the Instrumentation Program for Tribal Colleges and Universities. This program aims to enhance science, mathematics, and/or engineering education programs and/or research capabilities through the acquisition of equipment and/or instrumentation that will augment existing facilities, enhance curricula, or develop new laboratories, programs, and capabilities in areas related to science, mathematics, and/or engineering. Eligible applicants are only those institutions identified in the U.S. Department of Education Postsecondary list for Indian Tribally Controlled Colleges and Universities. Only one proposal per institution will be accepted. DOD funds will be awarded via grants through the Army Research Office based on this announcement. The BAA will contain additional information along with instructions for proposal preparation and submission.

Marshall Scholarships finance young Americans of high ability to study for a degree in the United Kingdom. Forty individuals are selected each year to study at a graduate or, in some cases, undergraduate institution each year in the United Kingdom. Fellows are supported for 2 years. The fellowship award includes: university fees, living expenses, annual book and thesis grants, grants for daily research and travel, and travel expenses to and from the United States. In some cases, where applicable, the scholarship will also pay toward supporting a dependent spouse. Applicants may be from any area of study and will need to have graduated from their institution after April 2006 for the 2009 award.
